Budget surplus averages in oil exporting country grew from 0.6 to 7.7 percent of GDP from 2001 to 2007. In developing countries that export oil, official foreign reserves doubled from $36 to $70 billion between 2000 and 2008. Mineral producing countries experienced a similar boom over the same period, with metal prices rising by over 180 percent.
